VIII. CONSENT AGENDA All items below are considered to be routine by City Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member requests, in which event, the item will be removed from the Consent Agenda and considered with the other items listed in the Regular Agenda.
A. Consider approving the November 6th Council meeting minutes, and the November 20th Pre-Agenda meeting minutes. (Fugett)
B. Consider approving renewal of a contract with Leah Gaines Messick to continue as the Statesville City Attorney. (Smith)
C. Consider appointing one member to the Statesville Convention & Visitors Bureau to fill an unexpired term. (Sutton)
D. Consider approving 2nd reading of AX23-16 an ordinance to annex property located on Wallace Springs Road, PIN #4732-17-8390; owned by Giant Oak LLC, the Wallace Springs Phase II property. (Ashley)
E. Consider approving 2nd reading of AX23-18 an ordinance to annex property located at 211 Marble Road PIN #4725-21-2483 owned by 1SourceProperties LLC. (Ashley)
F. Consider approving 2nd reading of AX23-19 an ordinance to annex property located on Turnersburg Highway, the Faw property (Statesville Gateway) PIN #’s 4746-40-6187, 4746-41-5424, 4746-41-6753, 4746-41-4886, 4746-42-5269, 4746-42-5496, 4746-42-6636, 4746-42-6758, 4746-42-6982, and 4746-42-7865. G. Consider approving a Resolution for AX23-20, directing the City Clerk to Investigate a Petition of Annexation for property owned by Kenneth and Denise Morrison located at 315 Museum Road, PIN #4735-65-6626; Receive the City Clerk’s Certificate of Sufficiency, and Consider approving a Resolution fixing the date of January 8, 2024, for a public hearing for the petition for annexation. H. Consider approving the semi-annual write-off of approximately $373,649.31 in utility accounts. (Carr)
I. Consider accepting a restricted donation from Legacy Education Group for improvements at Kimbrough Park and approve Budget Amendment #2024-21. (Griggs)
J. Consider the request to transfer $20,000 from the Drug Enforcement Fund and $40,000 from the general fund to the Departmental Capital Account 010.5100.7400, for the purchase and installation of an incinerator, and approval of Budget Amendment #2024-20. (Onley)
K. Consider the request to transfer $25,000 from the Drug Enforcement Fund (Fund 220) to the SPD Department (Fund 010), for the purchase of two (2) police canines, equipment, and approval of Budget Amendment # 2024-19. (Onley)
L. Consider approving a withdrawal of a sanitary sewer easement not used by the City of Statesville. (Vaughan)

IX. Receive the City’s audited Comprehensive Annual Financial Report for the fiscal year ended June 30, 2023. (Carr)
X. Conduct a public hearing and consider approving an economic incentive for industrial development known as Project Royal. (Bosser)
XI. Conduct a public hearing and consider passing first reading of TA23-14 Text Amendments to the Unified Development Code filed by the City of Statesville to amend Article 8 Public Facilities Requirements, Section 8.01 Generally; Section 8.02 Water; Section 8.03 Centralized Wastewater Systems; and Section 8.04 Private (On-Site) Wastewater Systems to address inconsistencies and clarify the requirements regarding public wastewater requirements. XII. Conduct a public hearing and consider approving first reading of TA23-15 Text Amendments to the Unified Development Code filed by the City of Statesville to amend Article 5 Supplemental Regulations/Performance Standards For Specific Uses, Section 5.02 Accessory Uses and Structures and Article 9-Definitions. (Ashley)
XIII. Conduct a public hearing and consider approving first reading of rezoning request ZC23-20 for the property located on Dorset Place between Club Drive and Fox Avenue, Statesville, NC; Iredell County Tax Parcel #’s 4744-53-2188, and 4744-53-6145; from CU-18 R-5MF (High Density Multi-Family Residential Conditional Zoning) District to R-5MF (High Density Multi-Family Residential) District. XIV. Conduct a public hearing and consider approving first reading of rezoning request ZC23-21 for the property located at 444 Third Creek Road, Statesville, NC; Iredell County Tax Parcel #’s 4753-31-4625 (portion); from the Third Creek Zoning District to the LI (Light Industrial) District. XV. Consider three regular member appointments to the Historic Preservation Commission. (Sigmon)
XVI. Consider approving an Engineering Services Agreement to perform a Water and Sewer Rate Study. (Vaughan)
XVII. Consider adopting a Resolution of Intent to permanently close Mott Street, which is an unimproved, unopened right of way, on Parcel #4744614719.000 and schedule a public hearing for January 8, 2024. (Taylor)
