VII. CONSENT AGENDA All items below are considered to be routine by City Council and will be enacted by one motion. A. Consider approving the September 16. 2024, Pre-Agenda and City Council meeting minutes. (E. Kurfees)

B. Consider approving the Statesville Fire Department to reallocate $100,000 from their capital budget to purchase an Airport Rescue Fire Fighting (ARFF) truck and approving Budget Amendment #2025-07. (G. Kurfees)

C. Consider approving the Stormwater Division to apply for the Building Resilient Infrastructure and Communities (BRIC) and Flood Mitigation Assistances (FMA) Grants with Federal Emergency Management Administration (FEMA) for the Beauty Street and S. Toria Drive Culvert Replacement. (Moore)

D. Consider passing the second reading of rezoning request ZC24-08 Whites Mill for the property located along Whites Mill Road, between Calvary Baptist Church and the Larkin Front Nine Subdivision, Statesville, NC; from City of Statesville HI (Heavy Industrial) to R-5 CZ (High Density Single-Family Residential Conditional Zoning) District. Conduct a public hearing and consider passing first reading of Rezoning Request ZC24-11 Holland Farms PUD, for properties located on Scott’s Creek Road between Arrington Farm Lane and Miller Farm Road; Tax ID # 4726-30-0596; from Iredell County RA (Residential Agricultural) District and Iredell County M-1 (Light Manufacturing) District to City of Statesville Planned Unit Development (PUD). IX. Continue the Public Hearing and consider approving first reading of TA24-02: Text Amendments filed by Kalyan K. Sunkara, to amend the Unified Development Code (UDC), Article 5 Supplemental Regulations/Performance Standards For Specific Uses, Section 5.04 Primary Use and Structures; (B) Adult Entertainment Establishment. Conduct a public hearing and consider passing the first reading of an annexation request AX24-10 Whites Mill filed by Jennifer Greeson, on behalf of Hopper Communities for the property located along Whites Mill Road, between Calvary Baptist Church and Larkin Front Nine. Conduct a public hearing and consider passing the first reading of an annexation request AX24-11 Highland Acres filed by Mr. West Hunter, on behalf of Iredell Partners, for the properties located at the southern end of McLaughlin Street. XII. Conduct a public hearing and consider passing the first reading of an annexation request AX24-12 SAIA Trucking filed by SAIA Motor Freight Line for the property located along Winston Avenue and Belfast Road. (Kirkendall)

XIII. Conduct a public hearing regarding the condemnation of an abandoned, dilapidated dwelling located at 514 Armfield Street and consider approving the first reading of an ordinance to demolish the dwelling as unsafe and dangerous condition. (Marion)

XIV. Conduct a public hearing regarding the condemnation of an abandoned, dilapidated dwelling located at 1230 Wilmington Avenue and consider approving the first reading of an ordinance to demolish the dwelling as unfit for human occupancy. (Marion)

XV. Consider passing the second reading of Rezoning Request ZC24-01 Nabors Road; for properties located on Nabors Road and Shiloh Road, Statesville, NC; from Iredell County RA (Residential Agricultural) District to the City of Statesville R-5MF CZ (High Density Multi-Family Residential Conditional Zoning) District. XVI. Consider passing second reading of AX24-08 Nabors on Third, an ordinance to annex the properties located at Shiloh, Wayside, and Nabors Roads. (Hooper)
